Check all you vacuum lines, the rubber elbows and T's like to crack. Does the noise change when sc belt is on?

is it constant or only when the engine warms up?

It is constant and no the noise is the same with or with out the sc belt on...looked over all the vacuum lines didn't see any issues...the noise countinued for about half a second right when you shut the engine off

Check your exh manifolds if there is a crack it will whistle
